Yes. They can be used for multiple separate purchases. You don't need to use them all at once. For example, if you acquire 9,999 Frontier Notes, you can buy 1 in-game pack priced USD 49.99 and 10 in-game packs priced at USD 4.99 each, individually.

No. The Frontier Notes cannot be used to pay for the pack if you don't have enough Frontier Notes. If you only have 1 Frontier Note and wish to purchase a pack valued at USD 10, you cannot partially offset the price with the Frontier Note.

The use of Frontier Notes to cover the pack's price is only possible when you have Frontier Notes equal to or greater than the pack's price.
